Background

M&S as a Service (MSaaS) is being investigated and matured by the NMSG, Nations, and Industry for many years. MSG-131 and MSG-136 provided initial proof that MSaaS has great potential to efficiently realize future simulation environments for NATO and its Partners. MSG-164 further evolved the “Allied Framework for MSaaS” to enable subsequent S&T efforts as well as standardization and implementation.

Objectives

• O1: Develop MSaaS interoperability standards (technical, governance, business model). • O2: Investigate critical S&T topics to further enhance MSaaS benefits. • O3: Educate MSaaS stakeholders and start building an open, federated MSaaS Ecosystem.

Topics

O1: Develop MSaaS interoperability standards (technical, governance, business model) 1. Work with operational users to elicit requirements and identify opportunities for applying MSaaS in operational environments (from small-scale national experimentation to multi-national exercises) and support the MSaaS application. 2. Develop interoperability standards (A1, A2, A3) and act as governance body for the Allied Framework for MSaaS, maintaining and updating (if needed) existing MSaaS standards (e.g., AMSP-02). 3. Test and evaluate the Allied Framework for MSaaS from different perspectives. O2: Investigate critical S&T topics to further enhance MSaaS benefits. 4. Key S&T topics are service composition, MSaaS-related cyber security, and cloud-based simulation. Further topics of interest are service discovery, MSaaS information model and data architectures. 5. Collaborate with other STO activities to identify requirements and define a services architecture to plan, prepare, conduct, and evaluate exercises, operations and CD&E efforts. 6. Conduct research on business/organizational aspects of MSaaS. O3: Educate MSaaS stakeholders and start building an open, federated MSaaS Ecosystem. 7. Inform and engage stakeholders in NATO, Nations, Academia, and Industry about MSaaS. 8. Maintain and grow the MSaaS Community of Interest, specifically include stakeholders from capability development and procurement; and intensify industry alignment and collaboration.
